Function approx

approx(a: number, b: number): boolean
Determine whether or not two numbers are approximately equivalent (no greater than epsilon apart).
Parameters
- a: number
  The first number.
- b: number
  The second number.
Returns boolean
Whether or not the two numbers are approximately equivalent.
